Kad Sitsu-tmu (/sitˈsu/ /tmu/ [fancy] [chin]) is a subtropical Large City located in the Slïrddáms Principality of the Cochi.
The name Kad Sitsu-tmu is derived from the Goblin language, as Kad Sitsu-tmu was founded by Knelmy, who was culturaly Gnoll.
Climate
Kad Sitsu-tmu has a yearly average temperature of 6°C (42°F), with its average temperature during the summer being a cold 9°C (48°F) and its average temperature during the winter being a cold 3°C (37°F). Kad Sitsu-tmu receives an average of 206 cm/y (81 in/y) of precipitation, most of which comes in the form of snow during the brutaly long winter months. Kad Sitsu-tmu covers an area of nearly 255 km2 (102 mi2), and an average elevation of 2282 m (7486 ft) above sea level.
Overview
Kad Sitsu-tmu was founded durring the late 12th century in winter of the year 1077, by Knelmy. The establishment of Kad Sitsu-tmu was somewhat plagued by a lack of willing colonists, leading to Knelmy electing to pay people to resettle in Kad Sitsu-tmu.
Kad Sitsu-tmu was built using the conventions of Gnoll durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Kad Sitsu-tmu is no diffrent. The city's buildings feature plaster covered brick construction taking the shape of large simple gemometric shapes which ate then embelished with decorative features, but retain their simple shapes in spite of the added features such as pillars, faccaddes, and covered walkways. The blocky nature gives a general impression of extreem age, as if each structure has existed since time immemorial.
Kad Sitsu-tmu is buildings are arranged arround a network of restrictive canals streets which form a diamond shaped grid, where each diamond verries in size given the proximity of the paralell streets forming each section. The ocasional smaller diamond has been used to construct a park, plaza, and other communal structures. The city resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Kad Sitsu-tmu's robustly designed timber walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the city as needed.
A look around Kad Sitsu-tmu shows Kad Sitsu-tmu is little more than a wretched hive of scum and villainy. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is.
Civic Infrastructure
Kad Sitsu-tmu possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.
Kad Sitsu-tmu has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Kad Sitsu-tmu has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kad Sitsu-tmu. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kad Sitsu-tmu's parks.
Kad Sitsu-tmu has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kad Sitsu-tmu.
Kad Sitsu-tmu has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Kad Sitsu-tmu has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kad Sitsu-tmu has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Kad Sitsu-tmu has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Kad Sitsu-tmu has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kad Sitsu-tmu has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kad Sitsu-tmu has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kad Sitsu-tmu's public wards, blessings, and other arcane systems.
Kad Sitsu-tmu has an Scientific Academy which provides higher education in the natural sciences.
Kad Sitsu-tmu possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Kad Sitsu-tmu's grid is powered by an arcane means.
Kad Sitsu-tmu's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kad Sitsu-tmu has a first rate hospital which caters to anyone in need of long term medical care.
Kad Sitsu-tmu has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Kad Sitsu-tmu has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kad Sitsu-tmu's natural decorations nor waterways.
Kad Sitsu-tmu has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Kad Sitsu-tmu has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kad Sitsu-tmu has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Kad Sitsu-tmu is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.
Kad Sitsu-tmu's bank was built using a different architectural style from the rest of the town. The style used is characterized by vertical proportions, pointed arches, external buttressing, and asymmetry in the general shape of its buildings. The decorative features of the style were key, consisting of large arched windows, pointed arches, vaulted ceilings, flying buttresses, and sculptures integrated into the structure itself. Occasionally, for very important buildings, an array of sculptures or one colossal sculpture might replace the entirety of the entrance to said building.
Due to the actions of local Kami, summer is long in Kad Sitsu-tmu.
The Guardian, Graven near Kad Sitsu-tmu are known to be quite timid.
Kad Sitsu-tmu's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Enchantment energies of tier 3 via proclamations.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job.
